EDUCATION OF UKRAINE IN THE CONDITIONS OF REFORM

The article examines global trends in the development of education and educational policy of states under conditions of globalization, as well as the specific features and position of Ukrainian education in the international market of educational services. In the modern world, education, together with science and the informatization of society, is one of the most important strategic resources of humanity, as it directly determines the directions and pace of civilizational development.
It is shown that the formation of a knowledge-based economy and globalization processes significantly increase the dependence of successful employment and effective professional activity on an individual’s accumulated human capital, in which the level and quality of education play a decisive role. It is emphasized that one of the key factors in the development of human capital is not merely the improvement of the quality of education in general, but primarily the enhancement of the quality of teaching mathematics and natural sciences in both secondary and higher education systems.
The role of mathematics as a fundamental science that provides the methodological basis of cognition and offers tools for analysis, modeling, and optimization of complex technical, natural, and socio-economic systems is analyzed. Mathematics is shown to be the theoretical foundation of natural and technical sciences.
The paper presents and analyzes the results of studies on reading, mathematical, and scientific literacy of 8th-grade students conducted by PISA (Programme for International Student Assessment) in more than 80 countries worldwide, as well as the results of the National Multisubject Test. It is demonstrated that Ukrainian education is in a crisis state, particularly with regard to the teaching of mathematics and natural sciences.
In connection with the implementation of the competency-based approach in domestic education, the functioning of the «New Ukrainian School» since 2018 is analyzed. It is shown that integrated learning and formative assessment in their current form have significant shortcomings. Possible ways to overcome these shortcomings and improve the quality of national education are proposed.
