REGIONAL STRUCTURE OF STAFF TRAINING BY SPECIALTY 125 "CYBER SECURITY" IN THE SYSTEM OF EFFICIENCY FACTORS CYBER PROTECTION IN UKRAINE

The article is devoted to the assessment of the characteristics, inherent to the regional structure of education on the 125th specialty "Cybersecurity" in the context of the relations between the available resource potential of the HEI and the scale of cybersecurity specialists training in the regional dimension. The focus is on the heterogeneity of educational process’ parameters in different regions, in particular on the provision of the educational process with staff, the quality of training and the ability of the 125th specialty to benefit (improving the resource provision of the educational process) from large-scale of HEI. To obtain aggregated regional indicators, the method of analytical grouping was used, and to ensure comparability of indicators of different HEI and regions - methods of rationing and calculation of aggregate characteristics of the scale and quality of training in the 125th specialty "Cybersecurity". There are signs of institutional barriers to improving the resource provision of the 125th specialty due to the larger scale of HEI, as well as signs of underutilization of the existing potential of HEIs in the eastern region for quality training of bachelors and masters in 125th specialty and excessive using of the smaller current potential of HEIs in the southern region, which can be interpreted in favor of the high readiness of HEIs of the eastern region to expand the scope of training and to effective participation in state programs for the development of education in the 125th specialty.
