Influence of 1864 County Reform on peasants self-administration formation in Ukraine in the end of XIX - the beginning of XX century

In 1864 "The Decree about County Authorities Establishment" was issued. According to that decreeelective agencies - district councils - were fonned in provinces and counties. District councils functioned asexecutive and representative self-administration bodies on the level of village communities. Nevertheless, the powers of district self-administration bodies were significantly limited by the government.References
