Abstract

The development strategy formation model of the university is presented, considering external and internal influences on a control system, endogenous and exogenous variables of influences are defined, the structural model of a control system by university is offered, strategic tasks for the higher educational institutions which are carrying out preparation of experts at a regional level are formulated, management tasks by university are singled out
