Abstract

We consider problems and characteristics of the objective of arbitrariness. The peculiarities of the objective of distinguishing between an act of arbitrariness and arbitrariness as an administrative offense. The meaning and the procedure for determining the correct classification and to avoid a miscarriage of justice as a significant amount of damage.
